Bremner pairs some of the best control in the 2025 draft class with high-end stuff and a strong three-year track record with UC Santa Barbara. He cemented himself as one of the premier arms in the class after a lights-out 2024 season and a summer with USA Baseball’s Collegiate National Team and entered the 2025 spring neck and neck with Florida State’s Jamie Arnold in the race for starting pitcher No. 1 in the class. Bremner scuffled a bit early but finished the year strong—including six 10+ strikeout games in his last seven—and posted a 3.49 ERA with a 29.7 K-BB% that was good for No. 6 among all Division I arms. Bremner has a lean pitcher’s frame at 6-foot-2, 190 pounds and throws with a simple delivery that features a high leg kick and a three-quarters arm slot. His three-pitch mix is led by a fastball that averages 94-96 mph and will touch 98 with underlying qualities that could allow it to play up. The pitch has a loud overall movement profile—both with riding life and armside movement—a flat approach angle and generated a strong 33% miss rate in 2025. The centerpiece of Bremner’s arsenal is his double-plus, mid-80s changeup. It’s a high-usage, wipeout secondary he can locate effectively to both lefties and righties repeatedly to generate whiffs and weak contact. Bremner’s mid-80s slider flashes above-average, but the pitch backed up and was hit hard in 2025. He’s a plus control pitcher and high-probability starter who fits in the first round.

Track Record: Bremner spent his first two years at UC Santa Barbara as a swingman, with strong performances as a sophomore and in the summer with USA Baseball’s Collegiate National Team making him one of the top arms available in the 2025 draft class. Bremner started slowly as a junior, allowing five home runs and posting a 4.24 ERA with a 26% strikeout rate through his first seven starts. He quickly turned the corner and posted a 2.91 ERA with a 44% strikeout rate with no home runs allowed over his next seven starts, including six double-digit strikeout games, helping him become the Gauchos’ all-time strikeout leader with 295. Bremner pitched the whole season with the declining health of his mother Jennifer on his mind. She tragically died on June 11 after a five-year battle with breast cancer. One month afterward, Los Angeles drafted Bremner second overall and signed him for 75% of slot value at $7,689,525.
Scouting Report: Bremner is a lean 6-foot-2, 190-pound righthander with an ideal starter’s build and foundation for a midrotation future. He works early counts with his lively fastball that sits 94-96 mph and touches 98. His heater can sink to his arm side at the bottom of the zone and ride when elevated, but it was hit hard by amateur hitters who ambushed it early in counts. There are metric qualities—such as 17 inches of induced vertical break—that indicate it should improve with professional pitch design and not see it be purely a velocity-driven plus pitch. Bremner’s mid-80s changeup is a double-plus offering that he can get in and out of jams with, whether by weak contact or swing-and-miss to both righties and lefties. The pitch plays well off his fastball, holding a similar plane with late fade. He can locate it well and will throw it in any count. Bremner’s mid-to-upper-80s slider occasionally flashed above-average as an underclassman, but the consistency and feel backed up during his junior year. Improved breaking ball consistency is an early development focus. With a low-effort, repeatable delivery and a three-quarters arm slot, Bremner is a plus strike-thrower who can locate his three-pitch mix, giving more faith to his starter projection. Questions about his durability in college have carried into pro ball, where general soreness precluded him from getting post-draft reps in instructional league.
The Future: Bremner has all the ingredients to become a midrotation starter. Some outside the organization believe he will be a rotation option in 2026. An argument can be made that a lengthier focus on pitch design and remaining physical projection could maximize his upside. Bremner looks like a staple in the Angels’ rotation for the next half-decade or more.

Bremner cemented himself as one of the premier arms in the country in 2024, when he posted a 2.54 ERA with 104 strikeouts to just 21 walks in 88.2 innings for UC Santa Barbara. Bremner has an easy, under control operation with present arm speed. He attacks hitters from a high three-quarters slot and his fastball sits in the 93-96 mph range while topping out at 98. It has big-time run and ride, and is most effective when located in the top half of the zone. His fastball’s velocity and shape makes it a plus pitch. He boasts two quality secondary offerings in a mid-80s changeup and low-80s slider. Bremner’s changeup is the more polished of the two and earns 70-grade reviews, but his slider has consistently flashed plus. In 2024, Bremner’s changeup generated an impressive 46% miss rate. He has advanced feel for the offering and will throw it to both left and righthanded hitters. The change plays well off his mid-90s fastball and flashes late tumbling life. Bremner’s slider features ample late sweeping life, as well as some depth, and is a real weapon against righthanded hitters. Bremner profiles as a starter on the strength of his plus control, low-effort delivery and chance for three plus pitches. He has a chance to be the first arm off the board.

Bremner emerged as the top prep prospect this year in talent-rich San Diego. He was a riser early in the season before his stuff suddenly backed up, but he rediscovered his best stuff at the end of the year to re-establish himself as a top draft prospect. Bremner is one of the youngest pitchers in the class and will have just turned 18 on draft day. He has a projectable 6-foot-2 frame with plenty of room to get stronger. At its best, Bremner’s fastball sits 92-94 mph with arm-side run and gets on hitters faster than they expect because of the elite extension he generates out of his delivery. His primary secondary pitch is an average changeup and his low-70s curveball is a below-average pitch he is working to improve. Bremner flashes promising stuff, but he also has outings where his fastball drops to 87-88 mph and his curveball comes in at 67-69 mph. He is not particularly physical and needs to make significant strength gains to better hold his stuff over the course of the season. Bremner dots the strike zone with plus control at any velocity and gets plenty of whiffs. He is committed to UC Santa Barbara and has a chance to be a high pick in three years if he makes it to campus.
