Foley is a power-armed righthander who pitched exclusively out of the bullpen for Indiana in 2023 before moving into a starter role during his draft-eligible 2024 season. He posted a 4.71 ERA over 63 innings and 14 starts with a 29% strikeout rate and 17.3% walk rate. Listed at 6-foot-5, 225 pounds, Foley has an elite frame on the mound and throws from a three-quarters slot and crossfire delivery. After pitching off his fastball about 85% of the time in a reliever role, Foley dropped that back to about 60% in 2024 as a starter while upping his usage of a mid-80s slider and low-80s changeup. The heater remains the focal point of Foley’s operation and averaged 93-94 mph and has been up to 99 with above-average riding life. His changeup was his most impressive secondary this spring and featured impressive armside fading life and helped him generate a 52% miss rate—the best of any of his pitches. His mid-80s slider features short and tight two-plane action and could become a solid-average offering. Despite Foley’s relative success as a starter this spring, he is a well below-average strike-thrower who might fit best in the bullpen where he’ll be able to pitch closer to his top-end fastball velocity.

Track Record: A three-sport star in high school in Jasper, Ind., Foley was a two-way player on the baseball field, splitting time between third base and pitching. He focused on pitching after landing at Indiana, where he worked in relief as a freshman before transitioning to the rotation ahead of his draft-eligible sophomore season in 2024. The Diamondbacks, believers in his raw stuff and athleticism, took him in the fifth round and signed him to a $1 million bonus that was equivalent to third-round money.
Scouting Report: Foley sits in the mid 90s and approaches triple digits with his fastball, getting above-average carry through the zone. He throws a low-80s changeup with armside fade that elicited a 52% whiff rate in college. He also has a short, tight upper-80s slider. He has a long way to go with his command, which could improve once he learns to let off the gas and not overthrow so often. He is big and physical and moves well for his size.
The Future: The D-backs had success developing Ryne Nelson, another former two-way player who took off after focusing on pitching. They are hopeful Foley enjoys the same developmental strides. Arizona sees the frame and weapons of a future back-of-the-rotation big league starter.
