Harts was regarded as a lefthanded pitching prospect by many clubs heading into the draft and had the best raw arm in the state, but the Pirates liked his offensive potential more. He needed two years of Rookie ball before moving to a full-season league. As you might expect, Harts has a cannon arm, the best of any outfielder in the organization. His arm makes his long-range position right field, though he has the speed to play center. All of Harts' tools grade out above-average because he has the potential to hit for average and power while being a plus runner with basestealing capabilities. Harts is unrefined at this stage of his career, however. He began to develop power last season but strikes out too frequently and doesn't walk enough to take advantage of his speed. He did improve his pitch recognition during instructional league, an encouraging sign. Harts will move slowly through the system as he learns the game. Though he probably won't surface in the majors until at least 2005, he's an intriguing player who could blossom if he puts it all together.
