Soto took a massive leap forward during the 2022 summer showcase circuit, and became one of the most intriguing, power-armed righthanders in the class. A former shortstop, Soto is relatively new to pitching and won’t turn 18 until more than a month after the draft, making him one of the youngest players in the class. Listed at 6-foot-5, 197 pounds, Soto has a great pitcher’s frame and throws with good arm speed from a three-quarter slot, with some violence that includes recoil and a head whack. After touching 91-92 mph during the fall of 2021, Soto regularly pitched in the 93-95 mph range in 2022 and touched 97-98 mph at peak velocity. On top of a plus fastball with great life, Soto has also shown a pair of secondaries with above-average or better potential. His mid-80s changeup is regarded as one of the best changeups in the class and features heavy arm-side fade and excellent tumble at its best, while his mid-80s slider is a power breaking ball that features impressive bite and spin rates in the 2,400 rpm range. Both pitches have plus potential with more consistency. Soto had an up-and-down spring, with some scouts going in and being blown away and others coming on different days and seeing more lukewarm outings. He needs more overall consistency that should come with more reps and experience. While there are some reliever concerns, Soto’s standout athleticism should give him every opportunity to start at the next level. He’s committed to Central Florida but could be picked in the first round.

Track Record: The 2024 Spring Breakout games provided an opportunity for fans to glimpse teams’ top prospects in a spring training setting. But it proved to be a rocky intro to pro ball for Soto, whom the Twins drafted 34th overall in 2023. He gave up four runs while recording just two outs in what was effectively his pro debut. It was also a sneak peek of what his 2024 season would be like at Low-A Fort Myers. Soto had to go through several rocky spots, but he kept bouncing back. He carried an ERA above 6.00 and a .305 opponent average through early July, but he had three shutout starts of five innings in his final seven starts to partially redeem his season.
Scouting Report: Soto was one of the younger players in the 2023 draft and he was a shortstop who moved to the mound late in his high school career. The Twins and Soto tinkered throughout the 2024 season to find what worked. He was relying on his 94-96 mph four-seam fastball too heavily early in the season, and he was trying to throw both a cutter-ish slider and a sweeper. The sweeper would flash above-average, but it was extremely inconsistent. He started throwing more two-seamers, which played well with his harder 84-90 mph slider, and shelved the sweeper. He quickly picked up an above-average changeup in high school. It’s an advanced pitch for his age, but it’s largely something he uses against lefthanded hitters. He’s a solid average strike-thrower with the 6-foot-3 build to be a workhorse.
The Future: Soto’s resiliency was on display in 2024 and he made real progress. Unless his velocity continues to climb, he’s more of a sinker/slider pitcher who won’t pile up massive strikeout numbers, but he should be durable and work deep into games. He’s ready for High-A Cedar Rapids as a 19-year-old.

Track Record: A shortstop for much of his amateur career, Soto made a quick transition once he began to focus on pitching at Reborn Christian Academy outside Orlando. He leapt up teams’ pref lists when his velocity jumped from the low 90s as a rising junior to the high 90s over the 2022 summer showcase circuit as a rising senior. That velocity spike made Soto’s already impressive changeup even more effective. The Twins drafted Soto 34th overall in the supplemental first round of the 2023 draft. He signed for a slot bonus of $2.48 million, which was one of the larger bonuses the Twins have handed out for a high school pitcher.
Scouting Report: Unlike many young fireballers, Soto showed true conviction in his changeup, often doubling up on it. At his best, he shows feel for pitching to go with his stuff. Soto was a little inconsistent in the spring, but at his best he showed exceptional velocity and advanced savvy as one of the younger pitchers in the 2023 draft class. Soto may eventually touch 100 mph, but his fastball is unlikely to be his best pitch. While it has premium velocity, it’s not expected to miss a ton of bats in pro ball because it has relatively average movement. His plus 84-88 mph changeup is a present weapon. It has sink, fade and deception. Soto also throws a high-80s slider that’s also an above-average pitch. Soto’s delivery is clean, but like many young pitchers, he needs to improve his fringe-average control.
The Future: The Twins didn’t have Soto pitch in any official games after he signed, so he’ll make his pro debut in 2024, likely for Low-A Fort Myers. Soto will pitch almost all of the 2024 season as an 18-year-old. He has present physicality and polish, so he offers a pretty well-rounded package.
