  A 6-foot-1, 175-pound lefthander, Hoover pitched in the upper 80s and touched 91-92 last summer but has added more velocity this spring. He has pitched closer to 90 mph and gotten his fastball up to 93, while showing a trio of solid-ish secondaries and control—though he struggled with walks last summer at the Area Code Games. As Hoover has added more power to his game, his spike-grip curveball has added a bit more power, going from a slow and lazy-breaking pitch in the low 70s last summer to an upper-70s breaker this spring. His slider remains slurvy and is behind his curveball, but scouts have put potential 55 grades on his changeup. Hoover isn’t a standout athlete, but he’s a competitor on the mound and has a chance for his stuff to play up with control of all four pitches. He works from an overhead windup and throws from a slightly artificial, high, three-quarter slot that’s created with some trunk tilt in his delivery. Hoover doesn’t have a plus pitch that jumps out and because of that he could be the sort of player who heads to college—he is a Texas Christian commit—starts immediately and proves his pitching ability over time.
