Track Record: Painter a unanimous choice for the 2021 Preseason High School All-America team, voted on by scouting directors. He continued to shine during his senior season at Calvary Christian Academy in Fort Lauderdale, and the Phillies drafted him 13th overall and signed him to an under-slot $3.9 million. Painter made four appearances in the Florida Complex League after signing, striking out 12 batters in six scoreless innings before finishing the season in instructional league. In 2022 he emerged as one of the top pitching prospects in the sport, rising three levels to Double-A Reading while showcasing a combination of mound maturity beyond his years and an explosive four-pitch arsenal filled with above-average to double-plus offerings. Painter didn't give up an earned run over his first 32 innings as a pro and finished 2022 with a 1.56 ERA and 155 strikeouts and 25 walks over 103.2 innings. He was named the inaugural BA Minor League Pitcher of the Year.
Scouting Report: The 6-foot-7, 215-pound righthander stands out for his imposing body on the mound and an electric arsenal that stacks up against any prospect in the minor leagues. Painter's fastball averages just over 96 mph and tops out at 101 with plus-plus induced vertical break and spin rates around 2,400 rpm, and he has excellent command of the pitch. His primary secondary offering is a low-80s slider that averages close to a foot of horizontal break and spin rates over 2,500 rpm. He rounds out his arsenal with a high-80s changeup and high-70s curveball. While those two pitches aren't as effective as his fastball and slider, he showed more confidence throwing his changeup as he got further into the 2022 season, adding a different spin axis to the pitch to attack hitters on both sides of the plate. His changeup was his most devastating pitch, with a whiff rate over 55% and a chase rate over 38%. His curveball has a tendency to blend with his slider at times, but it still shows enough to profile as an average offering. While Painter's pitch mix is excellent, he also shows remarkable poise and maturity on the mound, especially for a 19-year-old. Despite his length he has a repeatable delivery with good body control, excellent hand feel out front and a strong ability to control the running game. He has plus-plus control and walked just two batters in 28.1 Double-A innings. Painter has the traits to profile as a top-of-the-rotation starter in the major leagues.
The Future: Painter bulldozed through the Class A levels on his way to finishing the season with five starts at Double-A. He will start the 2023 season back at Reading, but he's on track to make his MLB debut during the season. He could quickly make his presence felt near the top of the rotation.

Track Record: Abel was a decorated high school arm out of Oregon considered the top prep pitching prospect in the 2020 draft. He never got to pitch for Portland's Jesuit High as a senior because the coronavirus pandemic canceled his senior season. The Phillies drafted Abel 15th overall in 2020 and signed him for an over-slot $4.08 million. He pitched just 44.2 innings in 2021 for Low-A Clearwater due to a shoulder injury that shelved him for two months. Abel impressed in 2022 at High-A Jersey Shore and Double-A Reading, posting 130 strikeouts to 50 walks in 108.1 innings as the organization gradually increased his workload over the season.
Scouting Report: The lanky 6-foot-5, 190-pound righthander has a powerful four-pitch mix, with a plus fastball that averages over 95 mph and tops out at 99. It's a swing-and-miss offering with huge vertical break and spin rates approaching 2,500 rpm. While Abel relied on his fastball over 60% of the time in 2022, his slider was his most-used secondary. It's a hard, mid-80s offering with late diving life that was his best pitch at getting hitters to chase. It induced whiffs over 33% of the time in 2022. Though Abel's slider projects as plus, he struggled to land it at times during the season. Abel focused on incorporating his changeup more in 2022. It's a high-80s offering that topped out around 90 mph with tumble and late fading life. The pitch flashes plus, but lacks consistency. His curveball, a low-80s offering, was a distant fourth pitch. Abel has trouble repeating his delivery at times because he struggles to sync his long levers, which led to command issues.
The Future: Abel will start 2023 back at Double-A Reading. He projects as a quality mid-rotation starter with a powerful arsenal who should make his MLB debut early in 2024.

Track Record: McGarry has always featured electric stuff, dating back to his collegiate days. But he struggled mightily to throw strikes at Virginia, walking 8.8 per nine innings in 134 frames for the Cavaliers over four seasons. The Phillies took a chance on his upside in the fifth round in 2021, and he immediately impressed in his debut following the draft, striking out 43 batters in 24.1 innings between Low-A Clearwater and High-A Jersey Shore. McGarry spent the 2022 season as a starter between High-A and Double-A Reading before he was pushed to the bullpen in late August due to a blister issue. He finished the season with seven appearances at Triple-A Lehigh Valley.
Scouting Grades: McGarry's five-pitch arsenal stacks up well against any pitcher in pro baseball, with his four-seam fastball, cutter and slider all grading at a 115 or better on some Stuff+ models. His plus-plus four-seamer averages over 95 mph and tops out at 99 from a low slot with a heavy vertical approach angle and plus spin. He added a cutter to his arsenal this season. It's a mid-80s offering that tops out at 89 mph with elite spin rates that had a 49% whiff rate and a chase rate over 34%. His slider is a third plus offering. It's a swing-and-miss pitch with two-plane break and plus spin that sits in the mid 80s. He rounds out his arsenal with a low-80s curveball and high-80s changeup. The organization worked on making McGarry more directional toward home plate to improve his control and repeatability in his delivery, but there are still timing issues in his delivery that cause strike-throwing problems.
The Future: McGarry's stuff fits at the top of a rotation, but his struggles with strike-throwing and execution could limit him to a back-end starter or lockdown closer role. The Phillies are still confident in his ability to start.

Track Record: The son of four-time all-star Carl Crawford, Justin was one of the best athletes in the 2022 draft. He impressed over the 2021 summer showcase circuit and had an excellent senior season at Las Vegas' Bishop Gorman High. The Phillies drafted him 17th overall, making him the highest drafted prep position player by the organization since Mickey Moniak went first overall in 2016, and signed him for an over-slot $3.89 million. Crawford started his pro career in the Florida Complex League, hitting .297/.395/.351 in 11 games before finishing the season with a five-game stint at Low-A Clearwater.
Scouting Report: Crawford has a long and lanky, 6-foot-3, 175-pound frame with room to add strength. He began putting on muscle during the fall of his senior year, and it was a continued area of emphasis for him during 2022 instructional league. He has a contact-oriented offensive approach with good bat-to-ball skills, doing a lot of his damage on the ground and to the gaps, with a swing that can get lengthy at times. He has plus-plus speed underway that should allow him to turn singles into doubles and doubles into triples. He shows occasional power, but he struggles at times to get his barrel out and use leverage in his swing. He has below-average juice, with the potential to reach solid-average power with the necessary tweaks and strength gains. Crawford's 70-grade speed allows him to cover a lot of ground in center field, and he's a plus defender there with an average arm.
The Future: Crawford is still raw and is years away from the big leagues, but his exciting blend of tools profiles well as a top-of-the-order bat who provides plus defense in center field. After getting his first taste of full-season ball in 2022, he'll head back to Low-A Clearwater in 2023.

Track Record: After scuffling for much of the 2021 season, Rojas ended the season on a tear at High-A Jersey Shore, posting his highest OPS in the month of September. The same held true in 2022, when Rojas scuffled for the first two months of the season but seemed to reach another gear once he was promoted to Double-A Reading. In his final 25 games in the Eastern League, he hit .305/.389/.463 with 12 stolen bases, 11 walks and 19 strikeouts. He headed to the Arizona Fall League after the season.
Scouting Grades: Rojas stands out for his plus-plus speed--he stole a career-high 62 bases in 67 attempts in 2022--and his plus defense in center field to go with an above-average arm. Most of the questions surrounding Rojas involve his bat and the amount of impact he'll make. With an 87 mph average exit velocity and 103 mph 90th percentile exit velocity in 2022, Rojas likely will never hit many home runs, instead settling for some gap power that will allow his speed to play on the basepaths. He worked in 2021 on cutting down his groundball rate and improving his recognition against offspeed pitches, and that continued to be an area of emphasis for him in 2022. He has a tendency to pull the ball, but he showed improvement with his chase rate and managed to do a better job of lifting the ball in the air as the season progressed. Rojas has good bat speed and good bat-to-ball skills, but still struggles to understand what pitches to do damage on and needs to improve his plate decisions and bat path.
The Future: Rojas will likely start the 2022 season back at Double-A Reading. If he can continue to improve his hit tool, he has a chance to be a bottom-of-the-order table setter who provides plus defense in center field.

Track Record: Lee signed out of Taiwan for $500,000 in June 2021 and immediately made his pro debut in the Florida Complex League that summer. He impressed team officials with his play in instructional league and became one of the organization's most highly regarded position prospects in 2022 in his full-season debut. Lee, who missed two months with a broken hand, spent the majority of his season at Low-A Clearwater before ending the season with a nine-game stint at High-A Jersey Shore. Lee was named the best batting prospect by league managers in the Low-A Florida State League.
Scouting Report: Lee has a hit-first approach at the plate, showing above-average barrel awareness and impressive bat-to-ball skills. He uses a quick, simple, line-drive swing to all fields with good extension, and he has surprising pop in his 5-foot-10, 190-pound frame. Lee recognizes breaking balls and hits well even when off time, but he still needs to develop quicker bat speed to access more power. He has below-average power now, with an average exit velocity just under 86 mph and a max exit velocity at 106.9 mph, but Lee still has room to add some strength to his frame. The Phillies tested Lee at shortstop, third base and second base in 2022, but his future home is likely at second. He's a good athlete with average speed and showed solid actions on the infield with a fringe-average arm, but improving his defense will be a continued area of focus for Lee.
The Future: Lee has the above-average hit tool and instincts at the plate to profile as a bat-first second baseman, but he'll need to add a tick more power. He'll head back to High-A Jersey Shore in 2023 and could make his upper-minors debut later in the summer.

BA Grade/Risk: 45/High
Track Record: Rincones turned in a stellar season at St. Petersburg (Fla.) JC in 2021 and was drafted by the Padres in the 19th round that year. Instead of signing, he headed to Florida Atlantic in 2022 and hit .346/.451/.658 with 19 home runs in 58 games on his way to winning Conference USA newcomer of the year. The Phillies drafted him in the third round in 2022 and signed him to an under-slot $627,500 bonus. Rincones didn't make his official pro debut because of a minor shoulder injury, but he returned to the field during instructional league and showed well there.
Scouting Report: Rincones showcased some of the best power of any college player during the 2022 season, ranking among the leaders in average exit velocity and 90th percentile exit velocity. At 6-foot-4, 225 pounds, Rincones has plus to plus-plus raw power from the left side that plays as a plus tool in games. He showed the ability to hit 93-plus mph velocity and power to all fields. Rincones is an average hitter and does a good job of controlling the zone, but he struggles against secondaries and can sell out at times to access his power. Though he played right field at Florida Atlantic and was drafted as an outfielder, he is likely bound for first base. He spent his time in instructional league working on his defense, footwork and route-running in the outfield, but he's a below-average defender with a below-average arm. Rincones will need to hit, but he immediately has one of the best combinations of hit tools and power in the system.
The Future: Rincones should make his pro debut at High-A Jersey Shore in 2023. His average hit tool and 60-grade juice should allow him to profile as a first baseman.

Track Record: Muzziotti's tool set is impressive, but he's had trouble staying on the field for a variety of reasons. He had an encouraging performance at 2020 instructional league but then missed the majority of 2021 due to a visa issue that kept him in Venezuela. He made his MLB debut in April 2022 before heading to the injured list with a hamstring injury. After returning from injury, Muzziotti spent time with Double-A Reading and Triple-A Lehigh Valley before landing on the injured list again in late August with a partial tear of the patellar tendon in his right knee.
Scouting Report: Power was never a big part of Muzziotti's game, but he turned in encouraging numbers in 2022, with an 89.2 mph average exit velocity. It didn't translate to home runs, but he has shown solid gap-to-gap power with some pull-side juice. He has some looseness to his bat, with good bat-to-ball skills, a line-drive stroke and the ability to hit the ball to all fields. Muzziotti has worked on his approach and expanding his strike zone early in counts, but he still needs some improvement in those areas, as well as lowering his chase rate and learning to hit the ball in the air more frequently. Muzziotti is a plus defender in center field, with above-average speed, good instincts, strong route-running ability and an average arm.
The Future: It will be crucial for Muzziotti's development that he stays on the field for the majority of the 2023 season. He'll likely start the year back at Triple-A Lehigh Valley, with the potential to join the MLB team later in the summer. With improvements to his approach at the plate he could turn into a bottom-of-the-order table-setter who provides good baserunning and plus defense in the outfield.

Track Record: Wilson had an impressive collegiate career at South Alabama, earning freshman All-America honors in 2019 and posting a .947 OPS in 2021. He was considered one of the top collegiate hitters in 2021, and the Phillies nabbed him in the second round with the 49th overall pick. He struggled in his pro debut with Low-A Clearwater following the draft and turned in a disappointing 2022 season between High-A Jersey Shore and Double-A Reading.
Scouting Report: Wilson was drafted as a bat-first outfielder with a strong ability to control the zone and an above-average hit tool, but his tools took a step back during his first full season. He was plagued by poor swing decisions and chased too much to go with a high groundball rate. The organization worked with him to understand the zone better, find the right pitches to swing at and drive the ball more, and those are areas he'll need to continue to work on in 2023. Wilson has good bat-to-ball skills, but his tendency to swing at bad pitches causes him to make weak contact. He has plus raw power, with impressive max exit velocities, but struggles to access it due to his flat bat path and compact swing, leading to an average exit velocity near 86 mph. If Wilson is able to get better timing at the plate and more load in his setup, it should lead to better power production. Wilson is a solid athlete and an average runner underway, and his strong baserunning skills led to 26 stolen bases in 2022. He's an average defender in right field with an average arm.
The Future: The 2023 season could very well be a make-or-break year for Wilson. If he's able to make adjustments to his approach and bat path to access his power, he profiles as a second-division regular. He'll likely start the season back at Double-A Reading.

Track Record: McFarlane was mainly used as a reliever in his first two seasons at Miami, but the Hurricanes moved him to the rotation in 2022. The move proved to be short lived, as McFarlane made just four starts, with 23 appearances coming out of the bullpen. The Phillies believed in his ability to start, and drafted him in the fourth round. He made three starts with Low-A Clearwater after signing and allowed eight runs in eight innings.
Scouting Report: McFarlane has an electric, three-pitch mix, with a high-spin fastball that averaged 96 mph and topped out at 97.7 mph in his pro debut. The organization is having McFarlane work on the pitch's shape and efficiency, as it doesn't have much movement. Although his command of the pitch can waver, it still projects as an above-average offering. He has no trouble commanding his secondaries--a pair of above-average or better pitches led by his plus slider. The pitch averages over 2,700 rpm of spin, and projects as a legitimate swing-and-miss offering. It sat at 84.7 mph in his pro debut and produced a whiff rate greater than 44%. His mid-80s split-changeup gives him another bat-missing weapon with fading life, but he didn't use it in his brief debut. McFarlane has below-average control, and will need to throw more strikes to profile as a starter.
The Future: McFarlane should start the 2023 season at High-A Jersey Shore. With his explosive arsenal he has the ceiling of a mid-rotation starter, but he'll need to become a more consistent strike-thrower.

Track Record: Baker was a catcher in high school who converted to pitching as a freshman at Chipola (Fla.) JC, and after striking out 92 batters in 57.1 innings in 2021 the Phillies drafted him in the 11th round. He struggled in a 2021 pro debut mostly spent at Low-A Clearwater, but showed an electric arsenal at High-A Jersey Shore in 2022 en route to receiving a promotion to Double-A Reading, where he closed the season with six appearances.
Scouting Report: Baker has a dominant two-pitch mix, and after maxing out at around 96 mph in 2021, he now averages 98 mph on his fastball and tops out at 101 mph, with above-average spin. Although his fastball is an impressive offering, his curveball is his best pitch, and generated whiffs over 62% of the time during the 2022 season. It's a true swing-and-miss offering that sat just under 84 mph and topped out at 87.4 mph, with heavy, two-plane break. He struggled to command both pitches to begin the 2022 season, but members of the organization felt he improved his command, as well as his strike-throwing and mound presence, as the year progressed.
The Future: Some opposing evaluators are skeptical of Baker's ability to throw enough strikes long term to be anything more than an up/down emergency reliever, but he made improvements this season and has the stuff to profile as a lockdown closer. He'll likely begin the 2023 season back at Double-A Reading.

Track Record: Morales entered the 2021 season as the Phillies No. 4 prospect but struggled mightily in his first stint in the upper minors, posting a 6.94 ERA in 22 appearances (20 starts) at Double-A Reading. He moved to the bullpen full-time in 2022 and dominated Reading over the first month before receiving his first promotion to the big leagues. After making two appearances in the big leagues, Morales spent the rest of the season mostly split between Reading and Triple-A Lehigh Valley, where he showcased swing-and-miss stuff but lacked consistency.
Scouting Report: Morales has long struggled to throw consistent strikes, as was the case once again in 2022. The 6-foot-5 righthander had a tendency to get behind in the count, which made it more difficult for him to use his wipeout offering, a hard mid-80s slider that induced whiffs over 57% of the time in 2022. Morales pairs the plus offering with a fastball that averaged 94.9 mph and topped out at 98.7 mph in 2022. Morales struggles to command the pitch well, often throwing it over the middle of the plate. He ditched his below-average changeup after moving to the bullpen, relying entirely on his fastball and slider. His pitches play up thanks to the deception generated from his crossfire delivery, but he needs to establish a consistent release point to throw more strikes moving forward.
The Future: Morales will likely start the 2023 season back at Lehigh Valley, but could quickly join the Phillies bullpen as a high-leverage weapon to complement Seranthony Dominguez.

Scouting Report: De La Cruz stands out for his massive 6-foot-8 frame and plus-plus raw power, as evidenced by his 108.6 mph 90th percentile exit velocity, which led to a career-high 17 home runs in 2022. De La Cruz does struggle to consistently get to his power, however, due to his long levers and tendency to chase out of the zone. While he was at Jersey Shore he worked to sync up all parts of his body, shortening his movements and swing while concentrating on staying on pitches to hit. He needs to improve his approach and cut down on his swing-and-miss and chase rates moving forward, and due to his long levers and aggressive approach he's unlikely to be more than a 40-grade hitter. The organization believes he can stick in an outfield corner moving forward, but opposing scouts view him as a below-average defender who's more suited for first base, with below-average speed.

Garcia makes solid contact at the plate, but he's prone to chasing pitches out of the zone and hits too many balls on the ground. He has an uppercut swing, and the organization has worked with him to flatten his swing path and develop a more patient approach at the plate, as he rarely walks and has an overaggressive approach that leads to soft contact. The Phillies signed him as a nondrafted free agent, and he had an impressive 2022 campaign at Low-A Clearwater, striking out 52 batters in 31 innings to go with a 1.45 ERA.
Scouting Report: McCollum has a powerful, three-pitch mix out of the bullpen, with a four-seam fastball that averaged over 94 mph in 2022 and topped out above 97 mph. The pitch has riding life at the top of the zone with good extension, and it induced a whiff rate just below 42% in 2022. He pairs the pitch with a hard, mid-80s slider that has cutter-like shape, and rounds out his arsenal with a split-changeup that could prove to be his best swing-and-miss weapon. The pitch sits in the mid 80s and induced a 50% whiff rate in 2022 in a limited sample. McCollum was plagued by command issues in college, but he took a step forward in that department with Clearwater. McCollum's delivery and arm action have led to injury concerns, but he has the weapons to succeed in a big league bullpen if he can stay healthy.
The Future: McCollum could be a quick mover in 2023 and will likely start the season at High-A Jersey Shore. He has the potential to be a power arm at the back of an MLB bullpen.
