Teams Under International Penalty For 2017, 2018

While the rules changed this year to prevent teams from exceeding their international bonus pools, the penalties for teams going over their pools in previous years still carry over going forward.

For the 2017-18 signing period, which began on July 2 this year, there are 12 teams that are unable to sign any international amateur player subject to the bonus pools for more than $300,000. For the 2018-19 signing period, which starts next year on July 2, eight teams are under the penalty, with the Cubs, Dodgers, Giants and Royals coming free from restrictions that year. Beginning on July 2, 2019, there won’t be any teams in the penalty.
