MLB Sets Supplemental Round Pick Order For 2025 Draft

With the MLB draft lottery set to be conducted next week, the league has announced the order for supplemental round picks—which MLB calls competitive balance picks—for the 2025 draft.

Teams that fall into the bottom 10 in either revenue or market size are awarded supplemental round selections after the first and second rounds. The order is based on revenue, winning percentage and market size. 

Supplemental round picks are also the only draft picks that are available to be traded. For example, last year the Nationals acquired the Royals’ 39th overall pick in the supplemental first round of the 2024 draft—which they used to select California catcher Caleb Lomavita—in a trade that sent Hunter Harvey to the Royals.

The order of each supplemental round for 2025 is as follows:

Round 1 Supplemental

  1. Brewers
  2. Tigers
  3. Mariners
  4. Twins
  5. Rays
  6. Reds
  7. Athletics
  8. Marlins

Round 2 Supplemental

  1. Guardians
  2. Orioles
  3. Diamondbacks
  4. Royals
  5. Cardinals
  6. Pirates
  7. Rockies

The 2025 draft features 15 teams with supplemental round picks, compared to only 14 teams in the 2024 draft. Teams that receive supplemental round draft picks also receive additional international bonus pool money, though MLB does not yet know the specific bonus pools for the 2026 international class. 

The first supplemental round will take place after the first round, after both the Royals’ PPI pick for Bobby Witt Jr.’s top-three AL MVP finish and any compensation picks awarded for specific players who declined qualifying offers and sign for more than $50 million with another team in free agency.

The second supplemental round takes place after the conclusion of the second round.

The first round draft order will be determined during Tuesday’s third-annual draft lottery, during which 16 teams will have a chance to get the first overall pick. After the first round, each subsequent round is determined by reverse order of the previous season’s standings.
