Discussing The Recently Proposed MLB Rule Changes

Late Tuesday night, ESPN’s Jeff Passan reported baseball is considering a number of significant rule changes ahead of 2019. Among the proposals: A three-batter minimum for relief pitchers, a universal DH, a new trade deadline, roster expansion and plenty more. 

One of the ideas is a ‘Tank Tax’ — something Baseball America executive editor J.J. Cooper proposed a year ago.
