Colorado Rockies 2025 International Class Scouting Report


With the MLB international signing period opening today, teams can officially begin to sign players in their 2025 class.
For Baseball America subscribers, we have scouting reports and player notes on the classes for all 30 teams, providing information on the big names to know in each class, as well as deeper cut players to watch.
With outfielders Yanquiel Fernandez and Robert Calaz and second baseman Adael Amador, three of Colorado’s top six prospects are players the Rockies signed out of Latin America. While Amador and Calaz were seven-figure signings, this year the Rockies don’t have one million-dollar signing, instead spreading their bonus pool around to a broad group of players led by their hitters.
Dominican outfielder Wandi Feliz, signing for $850,000, is a physical, righthanded power hitter at 6-foot-3, 200 pounds. He will have to reign in his approach to stay under control, but the swing and bat speed are there for him to drive the ball with impact. He’s an average runner who might be able to start in center field at the lower levels but projects best in right field with an above-average arm. Dominican shortstop Kamuel Villar, signing for $750,000, is a lefthanded hitter with a short, direct swing and good bat-to-ball skills with the strength projection in his lean 6-foot frame to add to his alleys power. He’s an average runner who’s likely best suited at second or third base.
Shortstop Sebastian Blanco impressed scouts in Venezuela for his skill set across the board and baseball instincts. He has a short, quick swing from the right side, makes frequent contact and stays through the middle of the field. The ball has good carry off his bat for his age and there’s room on his wiry 6-foot-1 frame to project bigger power still to come. A smart, savvy player, Blanco is an average runner who could stick at shortstop, though his instincts could make him a multi-positional player who could move all over the field.
Dominican shortstop Rosniell De Paula will play nearly the entire 2025 season as a 16-year-old, so he’s one of the youngest players in the 2025 class. He’s a 5-foot-10 righthanded hitter with an aggressive approach and good bat control of a compact righthanded swing to spread line drives around the field. He’s a bouncy shortstop with good defensive actions and the internal clock to play in the middle infield, whether it’s at shortstop or second base. Dominican third baseman Larry Suarez, signing for $425,000, is an offensive-minded third baseman with good hitting mechanics from the left side. He puts together quality at-bats with a hit-over-power profile right now but with the strength projection in his 6-foot-2 frame to grow into more damage. He’s a plus runner with better straight line speed than quickness, so he could stick at third base but could end up in the outfield.
Dominican righthander Brian Tiburcio has the look of a pitcher who could grow into upper-tank velocity. He’s a physical 6-foot-5 righthander who is up to 93 mph from his high three-quarters slot and is still learning to add more touch and feel on the mound, but he has the strength projection to eventually throw in the upper-90s and the potential for a power slider. Another Dominican righthander, Kevin Martinez, is 6-foot-1 with good mechanics, control and feel for his offspeed stuff, pitching off a fastball that reaches 91 mph.
