Inevitably, there are players every year who barely miss the cut when we narrow down the list. These players are all worth monitoring for various reasons and it’s likely some will either reach the big leagues in 2025 or enjoy breakout seasons lower in the minors.

31. Dioris De La Rosa, RHP. De La Rosa signed for $300,000, the highest bonus for a pitcher in the Angels’ 2024 international class, then turned in a strong effort in the Dominican Summer League. The 18-year-old is already physically advanced with a 6-foot-4, 200-pound frame. His fastball velocity spiked from 89-91 mph to sitting 91-94 and frequently touching 95-96 early in outings by the end of the season. His tight slider and solid control give him a chance to profile as a starter. 

32. Jose Fermin, RHP. The Angels signed Fermin for just $10,000 as a 21-year-old in 2023. He is a large 6-foot-3, 248-pound power reliever with an electric mid-90s fastball that touches 99 mph and and an upper-80s slider is a swing-and-miss weapon. Fermin reached Double-A in 2024 and could be on tap for his MLB debut this year.

33. Rio Foster, OF. A 16th-round junior college selection in 2023, Foster is an athletic, power-driven outfielder. His above-average raw power to all fields is his carrying tool, so long as his patience can counterbalance his swing-and-miss. With a projectable frame, he could become a run-producing corner outfielder with plus power off the bench as he refines his tools.

34. David Calabrese, OF. Calabrese is a toolsy Canadian-born outfielder who has been limited to 314 games from 2021-24 due to a nagging hamstring injury. A plus-plus runner who can play the entire outfield well, he is a patient all-fields slugger at the plate who needs to harness his swing-and-miss and stay on the field. Still just 22, he impressed with two home runs (one going 440+ feet) during the internal instructional league series at Angel Stadium, helping earn series MVP honors.

35. David Mershon, UTIL. Mershon was granted the remainder of the Angels’ draft bonus pool of $405,000 in 2024 as an 18th-round sophomore-eligible infielder from Mississippi State. He received an aggressive assignment to Double-A Rocket City and the Arizona Fall League. A switch-hitter in the mold of former Angels infielders David Eckstein and David Fletcher, he is a smaller, grinding middle infielder who can control the barrel. His speed and athleticism has moved him around the field early in his pro career and could land him a utility future.

36. Niko Kavadas, 1B. Part of the Luis García trade with the Red Sox at the 2024 trade deadline, Kavadas is a 26-year-old slugging first baseman/designated hitter. A three-true-outcome hitter; he either walked, struck out or hit a home run in 54.6% of his plate appearances in 2024, including a brief stint with the big-league club. His defensive restraints and career 32.5 K% will limit his value to an up-and-down power bench type.

37. Anthony Scull, OF. The son of 19-year Cuban major league star Antonio Scull, Anthony Scull has been a solid low-minors performer who checks a lot of boxes from a tools perspective. A lefthanded hitter with a solid hitting foundation who can handle all three outfield positions, he needs reps and physical maturation to tap into his strongside platoon ceiling.

38. Samy Natera Jr., LHP. Natera was a day three pick in 2022 out of New Mexico State as a raw but live arm. Walks and an elbow injury limited his pro performance before breaking out in the Arizona Fall League in 2024. His mid-90s fastball and swing-and-miss slider should work in relief, while his athleticism gives him a chance to start as he grows into pitching, something he didn’t begin doing until late in his high school career.

39. Hayden Alvarez, OF. Alvarez is a toolsy 17-year-old outfielder who signed for $685,000 out of the Dominican in 2024. The 6-foot-3 teenager stands out for his physical tools as a plus runner with power potential and the ability to handle center field. He had a solid pro debut in the Dominican Summer League, stealing 32 bases while posting a .731 OPS.

40. Joe Redfield, OF. Redfield is a toolsy outfielder with short levers and a flat-plane lefthanded swing that help him make frequent contact but limit his power. An above-average runner, the 2023 fourth-rounder is a stolen base threat who is capable of manning center field. His tools fit a fourth outfield profile.
