Our ranking is subjected to change in the event a 2020 draft pick does not sign (the deadline is Aug. 1) or is determined to be seriously injured before he signs. We decided to withhold players' ETAs because of the unusual nature of player development season.

The Eastern League pitcher of the year fanned 148 batters thanks in part to a step forward with his changeup, which now projects as plus. Manning should get starts for the rebuilding Tigers this coming season.
