Bartlett hadn't shown much in his first two seasons in the Orioles organization, but he got off to a great start in low Class A in 2002, winning five times in April. Baltimore pushed him to high Class A, where he struggled for one of the worst teams in the minors. Bartlett is a thinking-man's pitcher with a good idea of what to do on the mound. His fastball is a bit below average at 87-88 mph, but he throws strikes and mixes his pitches well. He also throws a slider and changeup and has command of all three pitches. He's competitive and very particular with his stuff. He would be better served by rearing back and throwing more, as he sometimes thinks too much. Because of his stuff, he has to be on his game every time out to avoid getting knocked around. His frame suggests that he could add velocity as he matures, and he profiles as a middle-of-the-rotation starter who piles up innings. He'll get another shot at high Class A to start the season.
