  Milligan was a promising lefthander on the prep showcase circuit, showing a loose arm action and solid-average life on his upper 80s fastball. Milligan's breaking ball was sharp in the mid-70s, showing late 12-to-6 snap at its best. He was a projection play going into the spring who could have elevated himself by showing improvements, but he tore his labrum and missed most of the spring, clouding his draft stock. Milligan is committed to Arkansas and could thrive under pitching coach Wes Johnson, who has a reputation for helping pitchers improve their stuff.
