The Phillies’ commitment to scouting in Latin America is starting to pay dividends. They have yet to develop a bona-fide major league player from their efforts, but their Top 30 list has more of an international flavor than ever before. Club officials Sal Artiaga, Sal Agostinelli and the Amaros, Ruben Sr. and Ruben Jr., have been integral in building that link. Giron was signed at the age of 16 and quietly has developed into a noteworthy prospect. His tools are average across the board. Giron has to improve his routes in the outfield, and will be limited to a corner position. More attention to the strike zone also could help him tap into some of his power potential. He’ll spend most of 2001 in Double-A.
