Once a rich talent source for major league organizations, Puerto Rico continues to sputter. The first pick in 1998 didn't come until the fourth round. There's a fair chance that no players will be selected higher than that this year. There are no projected first-rounders, though 6-foot-5, 180-pound 3B Alexis Rios stirred late interest. He projects as a power-hitting right fielder in pro ball . . . OF Angel Pagan gave early indications of being a top-round talent before performing poorly in workouts. He has been compared to Royals rookie OF Carlos Beltran, a second-round pick out of Puerto Rico in 1995. Pagan is raw in all phases of his game. He lacks bat speed and all of his tools are strictly projectable . . . RHP Fernando Cabrera is the island's top pitching prospect. He has big hands, a large, lean frame and already throws an average big league fastball. He should develop into a power pitcher as he fills out his 6-foot-4, 170-pound body.
