Scouting Director: Marti Wolever (first year: 2002)
Order in 2007 Rotation: 19th
Extra Picks: Supplemental first round (37th, for loss of Type A free agent David Dellucci to Indians), third round (107th, for Dellucci)
Lost Picks: None
Trend: With scouting director Marti Wolever and his superiors--assistant general manager Mike Arbuckle and GM Pat Gillick, both of whom have strong scouting backgrounds--the Phillies like to go old-school, favoring raw, toolsy players early on such as Greg Golson and Kyle Drabek. The organization had trended toward college in recent years before taking prep players with three of its first five picks in 2006.
This Year's Outlook:
Philadelphia picks 19th and 37th and has the money to go after a signability player if it wants to. However, the organization also has a window of opportunity to compete with homegrown big leaguers such as Ryan Howard, Jimmy Rollins and Chase Utley, joined by lefty Cole Hamels. Spending at least one of its top picks on a player who could help quickly--a college closer, a position of strength in this draft--makes sense.
