New Draft Rules Make Callis’ Draft A Tough Task

Scouting directors told me all spring that the new draft rules made their jobs more difficult than ever. The new Collective Bargaining Agreement prescribes strict budgets for the first 10 rounds and severe draft-pick penalties for teams that exceed them by more than 5 percent. I now feel their pain.
