So...Ford, Phillips, and Tolleson are free agents under Article XX-D and should have their free agency designation changed in the Minor League Free Agent Tracker!
I found those dates by searching the team transaction pages on ESPN and pulling up the 2010 team transactions for the A&#039;s, as well as the 2007 team transactions for the Twins.
Joel Pineiro and Billy Rowell, I believe elected free agency on November 6th. So perhaps their free agency designation should also be changed in the Tracker.
Rowell I believe falls under the the &quot;6-year Minor League rule&quot;. My best guess for Pineiro is that he qualifies as a former XX-B free agent.
I also brushed up on the rules and discovered that Eveland, Paulino, and Jai Miller deferred their free agency until the end of the season. So, I now agree that these 3 players are free agents under Article XX-D.

I could have been confused over the rules. Is it possible that Eveland, Paulino, and Miller were outrighted for a 2nd or other subsequent time BEFORE Sept 1 and didn&#039;t become free agents until AFTER Sept 1? None of those guys were on the 40-man roster Sept 1 or any time after.
Ford, Phillips, and Tolleson were outrighted from the 40-man roster on Nov. 3rd. Phillips elected free agency on the 4th, Tolleson on the 5th, and Ford on the 6th.&#160; Those initially sounded to me like they fell under article XX-D, since those players were not &quot;declared&quot; free agents on Nov, 3rd, but rather they &quot;elected&quot; free agency AFTER Nov. 3rd.&#160; Now I am realizing their free agencies would not not fall under article XX-D if it was only their first time being outrighted. I did a little a research and I found the following:
Phillips was previously outrighted on July 5th of this year. So perhaps he now qualifies under article XX-D.
