The Reds just added a bunch of players that don’t seem to be eligible for Rule 5, including several who are very far away from the big leagues. Is the new CBA going back to the old rules (3 and 4 years, instead of 4 and 5)?

The Reds added Didi Gregorius, Donald Lutz, Henry Rodriguez, Neftali Soto and Kyle Lotzkar, all of whom signed at age 18 or younger during the ’07 minor league season. It doesn't matter when they begin playing (because some of these guys didn't debut until ’08)—only when they sign.
Pedro Villarreal signed at age 20 in ’08.
