Tackling the transactions questions in order.

• A team can recall a player from the minors in fewer than 10 days if a corresponding big league disabled list move is made. I refer anybody curious about minor league options first to Jeff Euston's entry on subject and then to the Out Of Options series we ran this spring. I return to it periodically for a refresher course.

• Sisko is right in that teams place players on the restricted list for long absences: drug suspensions, visa issues, retirements, etc. Players on the RL are not paid, but the team still controls their rights if and when they return to action.

The suspended list is for shorter absences, typically ones handed down by a team or a league for unsportsmanlike conduct. Offenses can include insubordination, hitting batters after being forewarned, arguing/making contact with umpires, etc.

We have a brief transactions glossary available.

restricted list is a list some organizations use to store players that aren't currently playing baseball but the team feels may in the future... family commitments, very young retirees, mission trips things like that... so in short the restricted list reserves a player without having them playing or being on the active roster

Sorry to blow up the blog, but I now see there is an actual suspended list. I had thought the restricted list WAS the list for suspended players because Quintanilla was placed on the restricted list when he got busted.
So I guess my questions are now..
1. What would cause a just signed player to be "restricted"?
and
2. Why would a player suspended by MiLB be listed as "restricted" instead of "suspended"?
Thanks!

Also I'm glad to see that the Reds signed personal "cheeseball" Zach Ward (again!) but what explains signing a player and then placing him on the restricted (suspended?) list.

I thought once a player was sent down he couldn't be recalled for another 10 or 15 days, so as to prevent teams from sending down every starting pitcher on their off days to free up 4 more roster spots.
How did Hicks come up, go down and come right back up?
