&lt;p&gt;Similarly, minor league teams are bound to in-season guidelines. They can carry only a certain number of active, 7-day DL and temporarily inactive players on any one minor league roster. This is where the 60-day comes into play.&lt;/p&gt;
&lt;p&gt;For many of baseball&#039;s rules, they try to maintain consistency at both the major and minor league levels.&lt;/p&gt;
