		<description>Belisario appeared at the tail end of some drafts of this ranking, and maybe more credit should have been given for his contribution to the best team in the NL to this point. (Ramon Troncoso also was considered . . . until we realized that he technically is not a rookie.) Belisario&#039;s omission is not intended as a slight, and he&#039;s shaping up as a big find by the Dodgers&#039; pro scouting effort. (He has twice tested the minor league free agent market.) It&#039;s just that it&#039;s hard to make heads or tails of this guy, seeing as he has such a limited and undistinguished track record in the high minors.</description>
