The Phillies handed out one of the biggest bonuses since the end of the 2008 international signing period, signing Dominican outfielder Domingo Santana for $330,000.
Santana is a 6-foot-5 righthanded hitter with a plus arm in right field. He’s an average runner with a long, projectable frame and is still learning to adjust to breaking balls. Santana has been eligible to sign since August, when he turned 16. The signing marks Philadelphia’s largest international signing bonus expenditure within the last year.

Posted by Rolf Samuels | March 30, 2009 at 1:38 pm | ShortcutI don’t know—most of the top Latin American prospects I can think of are already in minor league camp—nor am I sure that this story is necessarily anything out of the ordinary. When Latin American players try to come back to the U.S. after the off-season, some of them run into visa problems for reasons that are beyond their control and have nothing to do with using a false identity. Sometimes it’s as simple as a player having the same name as someone else who is on, for lack of a better term, the government’s “watch list,” so it’s more a matter of government confusion than a player using false identity. I know there are certain big leaguers who this happens to every year when they come back for spring training.

What Peter Gammons is not saying is stuff like Major League baseball suspending baseball players who have not even signed with a Proffesional team.
The way it works is like this : Teams do the investigation before they sign the player, if they find something fishy, even without determining the true identity they tell the player he can’t sign because they wont allow him to get a visa.
Something huge will blow up, Peter is just giving you guys a slight preview.
