This change was implemented in the 2006 Collective Bargaining Agreement. For a guideline, <a href="http://www.baseballamerica.com/blog/prospects/?p=644" rel="nofollow">last year's list</a> was published on our blog on Nov. 2. The minor and major league free agent periods both will begin at the same time this season, with that time coming after the World Series.
