Lefthander Ray Liotta, who has had offseason shoulder surgery, goes third to the Royals. The Orioles take lefty Ryan Rodriguez, Liotta’s former teammate in the White Sox organization, and the Giants round out the top five with Padres shortstop Juan Ciriaco.
