How about a list of players at extended spring training?

That information is not made available to us with the other transactions.

And what exactly is the restricted list used for?

To clarify three of the most asked about transactions, courtesy of our friends at MLB: The restricted list is used for any long-term absence, whether it be for a drug suspension, for leaving the club without permission or for encountering a visa problem. The suspended list is used for players who are suspended either by their organization or by their league. The temporarily inactive list is used only during the season for short absences.

You may have noticed the Marti watch on the the left side of the home page. I’ll be tracking Marti’s progress in the Mexican League all season, and will try to have it updated weekly. Chris Kline of Baseball America is of the opinion that the move to the Mexican League does not bode well for Marti’s future as a big leaguer: Cuban defector Cazana-Marti was the clubâ€™s 18th-round pick last year. Marti first played independent ball when he arrived in the States, then left to become eligible for the draft. The Cardinals claimed at the time the Cuban defector was 28 years old, though records from the Cuban League show he was actually 32. St. Louis showed they wanted him on the fast track last season, sending Cazana-Marti to the Arizona Fall League, but putting a player on loan to the Mexican League doesnâ€™t usually bode well for their future. Especially if the player is a 32-year-old who hasnâ€™t played about Double-A. [...]

For the M’s, RHP Cibney Bello, RHP Ivan Blanco, RHP Travis Chick, RHP Renee Cortez, RHP Chad Fillinger, RHP Ruben Flores, RHP Michael Hrynio, RHP Stephen Kahn, LHP Julio Santiago, LHP Harold Williams, and OF Eddy Hernandez are DL’d, C Brian Schweiger, SS Eriberto Menchaca, and SS Rey Ordonez are temporarily inactive, 3B Sean Burroughs is restricted, and C Justin Ruchti was released, which was to be expected with Rivera going down I suppose.
