The wording around teams "forfeiting" their picks for signing a free agent is very vague. It would really change the landscape if those picks just "disappeared" rather than going to the team who lost the player.
Or maybe the forfeited picks for free agent signings will be distributed by lottery like the forfeited picks for exceeding the draft pool. That might make a little sense. When the Tigers sign Victor Martinez, for example, the Red Sox get a comp pick and a low revenue team that can't afford a free agent gets Detroit's pick.

Short answer: I still think the big-time two-sport athletes who command seven-figure bonuses (Bubba Starling, Archie Bradley) will get paid enough to turn pro in baseball. The next tier of two-sport athletes who would have gone in later rounds and signed in the $250,000 to $750,000 range, they'll be much harder to squeeze into a team's draft cap.

MLB will still use the Type A/Type B system this offseason, because teams entered the offseason planning accordingly. Some Type As became modified Type As, while others became Type Bs and didn't require that their former club offer them arbitration to yield compensation. I'll post an updated list of compensation free agents shortly.

how does BA think this will affect the luring away of 2 sport athletes? Kids like Jameis Winston that would have in the past slid into the 3rd or 4th round and gotten a huge bonus. Will baseball now lose these kids to football permanently?
