I believe that you've made a huge error with your numbers. Certainly Arizona get the #7 pick, but the Padres don't get the #10 pick. In a normal year they would, since they lost out on the #9 pick this year, but since Arizona is getting the supplemental pick at #7 the Padres comp picked is pushed back to #11. By the same reasoning, the Brewers will get the #17 pick as compensation next year. They normally would have the #15 pick, but since both the Padres and Dbacks are getting a comp pick ahead of them, the Brewers comp pick is pushed back by 2 to number 17.

In 2009, the Rangers didn’t sign No. 14 overall pick Matt Purke and thus got the No. 15 overall choice in 2010. Also in 2009, the Rays failed to sign No. 30 overall selection LeVon Washington. This year, even with the comp pick for Purke, Tampa Bay still got the No. 31 overall pick for Washington.
